PROCEDURE

 1. All qualifying applications to be considered by the Finance and Administration Committee which will normally meet in November each year to discuss grants.  The date of this meeting will be set in the Council Calendar of Meetings each year.

 PUBLICITY

 2. Availability of grants will be promoted in the local media in May/June of current year.

3. A leaflet explaining the scheme and procedure will be available in the local library, Information Centre etc.

 SUBMISSION OF APPLICATION

 4. All applications must be made on the application form before the closing date (eight weeks from first release of advert).

 5. All applicants are advised to consult the Town Council if they have any difficulty with their application.

 PROCEDURE ON RECEIPT OF APPLICATION

 6. On receipt the application will be assessed.  All applications will be acknowledged and applicants notified of the date of the meeting and invited to do a presentation (5 minutes).

 7. Request any additional information required and award points as per system set out below.  As soon as practical, discuss all applications (assessed) with Town Clerk.  Those which do not meet the minimum criteria (20 points) to be refused - reported to Committee (Applicant, Amount Sought, Reason for refusal).

 REPORT TO COMMITTEE - INITIAL RANKING

 8. Prepare report to Finance and Administration Committee - report to include the check-list and application form.  Report to highlight other documents received.  Attention of Members to be drawn to any relevant matters.

 9. Applications will be ranked (and ordered on the agenda) in accordance with points awarded (highest first).

 10. Finance and Administration Committee to receive details set out at (9) above.  All Members to receive agenda and summary report.  Any Member may attend the meeting and address the Committee - but may not vote.

 11. Applicants to be invited (in letter of acknowledgement) to attend and address the meeting (maximum 5 minutes).  Members to have opportunity to ask questions related to the application.

 12. Where applicants express a wish to address the meeting - all are to do so at the commencement of the meeting - then to withdraw (or remain as a member of the public with no further right to speak).

13. Following the meeting decision/determination of all applications the Committee to review the applications received, the adequacy of the budget and current policy and procedures - recommendations for change to be made to the Council (if necessary this to be done at a second meeting - but any report must be submitted to the October Council meeting).

 14. All applicants to be notified of decision. 

 15. On receipt of letter claiming grant awarded payment will be made.  Payments to be made by cheque in usual manner.

 17. At year end, press release to be issued listing grants made.
